Overview

Meghan Quinn maintains a diverse environmental litigation and compliance practice.  Her expertise includes, but is not limited to resolving issues related to CERCLA, the Clean Water Act, TSCA, Proposition 65 and EPCRA.  Meghan represents clients in complex CERCLA administrative matters, including multi-party allocation proceedings.  She also has extensive experience assisting clients with development of multi-jurisdictional compliance strategies and resolving Clean Water Act, EPCRA and complex product regulatory issues.

Meghan assists clients by enthusiastically delivering tailored onsite trainings on a variety of compliance issues.  She is passionate about assisting clients with development of creative strategies to ensure compliance across various state and world-wide jurisdictions.  Her advice is concise and action-oriented.

In particular, Meghan specializes in assisting clients with bringing consumer products and electronics to market by advising on CPSC laws and regulations, energy efficiency requirements, chemical restrictions, including Proposition 65, supply chain due diligence and product litigation risk.  She also advises clients on emerging extended producer responsibility issues, hazardous materials storage, land use issues and hazardous waste classification and disposal.  Her EPCRA work is extensive and ranges from assisting clients with annual EPCRA filings and development of Hazardous Materials Business Plans (HMBP) in California, to analysis of Safety Data Sheets and evaluation of onsite product hazards.  Meghan also has experience advising clients on NEPA and CEQA compliance and litigation risk, and is knowledgeable on alternative energy permitting issues.

Simultaneously representing multiple parties in complex multi-party CERCLA allocation proceeding focused on soil remediation.

Advised Fortune 50 Company on development of HMBPs, annual EPCRA filings and development of standard operating procedures.

Assisted several Fortune 50 Companies with development of multi-jurisdiction construction stormwater compliance plans and development of standard operating procedures.

Assisted large oil and gas company with a name change, which required review, evaluation and transfer of hundreds of permits in various jurisdictions.

Advised Fortune 50 oil and gas company on compliant development of off-shore resources.

Advised large infrastructure company on Clean Water Act litigation strategy.

Advised Fortune 50 Company on retailer-specific hazardous waste issues and medical waste disposal compliance at the California and local levels.

Advised Fortune 100 Company on solar panel waste classification, treatment and disposal under federal and California law.

Advised a large solar company on TSCA and OSHA implications of solar panel installation.

Advised various Fortune 500 Companies on Proposition 65 compliance issues, litigation risk and effective use of exposure assessments.

Evaluated full line of French sporting goods under federal and California law, and assisted with obtaining access to U.S. market.
